西部旅游扶贫与生态环境建设关系研究

目的 在西部旅游扶贫过程中，协调旅游开发与生态环境建设，促进两个产业的互动。方法采用定性和定量相结合的方法，对西部地区生态环境的脆弱性和旅游扶贫对生态环境产生的负面影响进行分析，并通过恢复费用法，核算生态环境价值损失，以此为生态环境保护和恢复方案提供科学依据。结果立足于“保护性开发”和“可持续发展”的指导思想，提出了建立旅游适宜性评估体系、深度开发旅游扶贫产品等西部地区旅游开发的具体思路，同时，还进一步构建了生态环境支撑体系，包括推行“绿色管理”和建立生态环境价格补偿机制两方面内容。结论生态环境支撑体系的有效运作，必将使西部旅游扶贫摆脱开发初期旅游与生态环境相互制约的关系，使两协调发展，走向融合，实现西部旅游扶贫的根本目标——旅游经济效益的可持续性增长，并保持环境资源效用(功能)的持续性。

Analysis to the relation of tourism anti-poverty and evironmental constructionin in Western China

Aim Harmonious developing tourism of Western China and the ecological environment and reciprocal promoting. Methods Analyzing that the fragility of the ecological environment and the adverse effect caused by tourism by qualitative and quantitative methods serve as the sciential basis of program of ecological environment protection. ResultsBased on the guide-thought about protection and sustainable development, some concrete measures to develop tourism resources are presented.The system that protect the ecological environment is found. Conclusion The above system is effectually run,whose realization can ensure the essential object of tourism anti-poverty in Western China:sustainable increase of tourism economic profits and functional continuance of economical resource.
