| 摘 要： | 以全面质量管理理论为依据，阐述了当前煤炭企业如何从以商品煤质量管理为重点的事后检验把关为主的被动管理局面转化为以加强全过程煤质管理为重点的事前控制和预防为主的主动管理，进而不断稳定提高煤矿煤质水平，最大限度地满足用户需求的根本措施和办法。

| Abstract: | Based on the theory of the total quality control, this paper expou nd s the basic measures and methods of changing the passive management of the post detection taking the commercial coal quality management as the dominant factor i nto the active management of the prior control and prevention taking the all-co urse coal quality control as the focal point, and further increasing the level o f the coal quality continuously and steady, and satisfying the requirements of t he users at the high limit. |
