决策是管理的核心,它贯穿于管理的全过程,因此我们需要通过了解一线科学家的需求,研究科学基金国际合作面临的问题,采用更科学的分析方法提高科学基金国际合作决策的科学化。本文采用数据挖掘技术分析了科学基金国际合作历史数据及科学家需求信息,发现了一些值得注意的现象和若干问题,并提出了一些政策性建议,以期提高科学基金国际合作的决策和管理水平。

Decision-making for NSFC International Cooperation and Data Mining

Decision-making is the core of management, it exists throughout the whole process of management. It is important that we improve the scientific decision-making for NSFC international cooperation by learning the requirement of scientists, investigating the problems in NSFC international cooperation and analyzing data by scientific means. This article analyzed the historical data of NSFC international cooperation and the requirement of scientists by applying data-mining technology, and offered some policy suggestions targeting on the major phenomena and problems found from the study in an attempt to promote the quality of decision-making and management for NSFC international cooperation.
