失地农民社会保障制度设计探讨

失地农民的安置保障已经由我国城镇化建设的隐患转为现实难题，被征地农民的生存、养老、医疗等诸多群体风险需要完备的社会保障制度予以化解；为此，需要在市场化运作土地的基础上，从征地源头开始，兼顾失地农民当期生活、就业促进与未来养老需求，建立可操作性强的、专门性的失地农民基本保障制度，为日后城乡一体化的社会保障体系的建立做好制度上的准备。

A Tentative Study of Social Security System Design for Land -losing Farmers

The resettlement security of land-losing farmers has become a realistic problem in the process of urbanization.It needs to design an effective social security system for land-losing farmers to diminish their facing risks,e.g.existence,old age,and Medicare,etc.So it is required to set up a special social security system at the very beginning of requisition land based on the marketing mechanism of purchasing land,to consider the land-losing farmers' present living,skill-training and future living security simultaneously,so as to prepare for the establishment of nationwide social security system.
