黄土高原综合治理模式转型研究

黄土高原建设阶段的不断深入，黄土高原综合治理模式发生了相应的变化，从模式目标、组成结构３个方面对黄土高原综合治理模式转型进行了分析，认为模式转型上人以下方向：从封闭到开放；从治理米到治理与开发相结合；从单一效益为主到综合效益提高，如何合理转型，应注意以下几点：重视和加强基础建设措施，模式转型的阶段性；合理设计开发措施；模工应与国家西部开发战略及区域整体发展目标相协调。

STUDY ON THE TRANSFORMATION OF COMPREHENSIVE CONTROL MODEL OF THE LOESS PLATEAU

With the development of the market-oriented economy in China, the Loess Plateau comprehensive control model has changed in many aspects. Studies on these changes are of great significance for the further development in this area. Presently, western China development strategy is being carried out, and will provide both challenges and opportunities for this area. How to adjust the models to this new situation is really a new question to be answered. The Loess Plateau comprehensive control model,composed of concrete measures(water and soil erosion control measures, and resources utilizing measures)is discussed according to comprehensive control target by stages, local land configuration, and transformed with time. Based on the analyses of model changes in targets, components, and structures, some model transformation features are found as follows:the secluding model is being changed into an opening one; the control function is being combined with exploitation one; the integrated model benefits are improved. Based on these analyses, the causes of the changes are also discussed from internal and external aspects. To transform the model rationally in this area, we should improve the local infrastructure, properly design the exploitation measures, harmonize the measures with regional development plan, and phase in the transformation according to local situation.
