西安市雁塔区社区建设中存在的问题及其措施

推进城市社区建设,是城市现代化建设的一项重要的基层基础工作,是城市管理体制改革的一项重要内容。本文把西安市雁塔区作为解剖的＂麻雀＂,从分析雁塔区社区的特点着手,发现西安市雁塔区社区建设中仍存在着社区地位没有大的改变、社区无完善的财政支撑体系、中介组织发育不健全、居民参与度不高、社区干部综合素质低下等问题;归纳总结出加强雁塔区社区建设的措施有：切实培育社区的自治功能,加大财政对社区建设的扶持力度,培育中介组织,以创建学习型社区为载体,创建文明社区等。

Countermeasures against the problems in the Community Construction in Yanta District,Xi'an

Community Construction occupies a basic position in the urban modernization.An investigation in Yanta District,Xi’an,however,shows that the position of community remains unchanged.There are no sound financial systems,and the media organizations are incomplete.What’s more,the citizens are inactive in the participation of community activities and staff workers are of low quality.To construct a civilized and study-oriented community,the paper suggests that we should develop the self-government function,enhance the financial support,and nur-ture the media originations.
