西安市专业人才队伍的现状及发展思路

近年来,西安市专业人才队伍有了一定的发展,但人才观念滞后、人才结构失调、人才体制不成熟、人才环境欠佳、人才队伍不稳,制约了队伍的建设.为加快专业人才队伍建设,促进西安社会经济发展,我们应进一步营造重科学、重人才的社会氛围,加强对人才队伍建设的领导管理,建立完善各种激励机制与政策,加大对人才的培养、选拔和使用,改善工作生活环境,搞好人才立法,吸引更多的专业人才投入经济建设主战场.

Present State of Specialized Personnel in Xi'an and Consideration of Its Development

Though there has been certain development of specialized personnel in Xi'an in recent years, there still exist such phenomena as backward conception, imbalance of structure, immaturity of system, poor environment, and instability in specialized personnel, all of which have restrained the construction of specialized personnel in the city. In order to speed up its construction and promote the economic development in Xi'an, we should form a social environment to treasure science and specialized personnel, reinforce the leadership and administration of specialized personnel's construction, build up perfect stimulating mechanisms and policies, strengthen the training, promotion and employment of specialized personnel, perfect their working and living conditions, formulate appropriate laws and regulations for them so as to draw more specialized personnel to the economic construction.
