民国初期传媒关于袁世凯对藏政策的报道

破坏镇压人民斗争、强化独裁统治、投靠帝国主义、出卖国家利益是舆论界对袁世凯的基本评价。关于袁世凯在对藏政策方面的评论和介绍或语焉不详，或很少介绍。通过对民国初期传媒材料的梳理并结合各类历史资料，发现袁世凯执政时期，继承了孙中山“五族共和”思想，主张以汉藏民族间平等团结为基础，以“谋内政之统一”和实现“民族之大同”；在中英交涉中，充分利用外交手段、依据国际惯例，拒绝签订出卖西藏的各类条约；调整政府机构，采取由剿到抚的策略，争取西藏内向中央。袁世凯在处理边疆西藏危机时坚持国家和民族利益，使萌芽中的“现代中国”在西藏主权问题上占有一定的主动性。

On the Media Report of Yuan Shikai's Policy for Tibet in the Early Years of Republic of China

There is less or vague record of Yuan Shikai＇s policy for Tibet. Through the study of media texts and historical documents, it is found out that, during the reign of Yuan Shikai, his government inherits the idea of “harmony of five nationalities”, and states that, on the basis of common equality and unity between Chinese and Tibetan, his goal is “the pursuit of unity” and“realization of conformation”;it refuses to sign the agreement of betraying Tibet with England through the diplomatic and lnternauonat routines and adjusts government agencies by changing the policy of killing to comforting to get the support of Tibet. Yuan＇s policy for Tibet renders early “modern China” takes some privileges concerning the sovereignty of Tibet.
