| Abstract: | From their different roles in different period, this article displays that the government intervene and the market regulating are only economic means. The premise of fulfilling the socialist economy under the rule of law should be setting up the absolute authority of legislation and under this premise coordinating objectively the government intervene and the market regulating. |
