学术界对行政能力的研究已有许多成果,但在当今经济全球化的条件下,行政能力的内涵及内容都发生了相应的变化.文章在经济全球化的背景下提出:行政能力是一种适应能力,其主要包括社会汲取能力,资源运用能力,评估能力,应变能力,竞争能力和改革创新能力,并简述各种能力的定义及表现.

New Explanation about Our Country's Administrative Capacity Under the Condition of Globalization

Though there is much achievement on the research of administrative capacity in academic circles, the economic globalization has brought a corresponding change to its connotation and content. Under such a background this article puts forward that administrative capacity is a kind of adaptive capacity, which is mainly composed of social absorbing ability, resources wielding ability, evaluation capability, contingency control ability, competitive ability as well as ability for reforming and innovation. Furthermore, it sketches the definitions and expressions of the above- mentioned capacities.
