吉林省建设项目环境影响评价有效性研究

以吉林省"十二五"期间审批的1 163本省审建设项目环境影响评价报告书作为研究对象,建立有效性评价指标体系,最终得到每个建设项目环评有效性的分数及等级。研究结果表明:吉林省2010年—2015年环评有效性呈逐年上升趋势,有效性等级相对较高的"优"和"良"均有不同程度的上升,与此相对应的等级"中"和"差"的比例均有所下降,全省有效性均值都有一定程度的提高。说明吉林省近几年环评有效性整体呈现上升趋势,这与吉林省近几年严把环境准入关、严格落实环评制度、控制环评报告书编制质量有关。

The Research on the Effectiveness ofEnvironmental Impact Assessment during the Construction Project in Jilin Province

The research selects 1 163 environmental impact assessment reports approved during the Twelfth Five Year Plans in Jilin Province as the object,and establishes the index system of effectiveness assessment,finally gets the scores and grades of the environmental impact assessment effectiveness of each project.The results show that the effectiveness of environmental impact assessments in Jilin Province from 2010 to 2015 years has been growing yearly.The relatively high levels of effectiveness with "excellent" and "good" have been rising vary.On the other hand,the levels of "middle" and "bad" have declined.The average value of environmental impact assessment effectiveness among the whole Jilin Province in recent years presents an upward trend,which illustrates that the environmental impact assessment effectiveness in Jilin province in recent years has been in up trend.It relates the strict environmental access,strict implement the environmental impact assessment system and strict control of the quality of the preparation of the environmental impact assessment report in Jilin Province.
