| 摘 要： | 扶持自主创新已经成为我国政府采购的政策目标之一。对政府采购自主创新产品的绩效进行评价,然后在此基础上对政府采购工作进行改进,能够极大的促进政府采购政策目标的实现。对政府采购的绩效评价理论进行了综述,分析了政府采购自主创新产品中的服务质量、效率与效益,并设计了政府采购自主创新产品的绩效评价指标。

| Abstract: | Motivating independent innovation has become one of goals of government procurement in our country.Evaluation and subsequent improvement on government procurement performance on motivating independent innovation,can advance the realization of goals of government procurement.This paper summarized the relevant viewpoints on procurement performance evaluation,analyzed services quality,efficiency and effectiveness in government's procuring products and technologies of independent innovation,and design evaluation index of government performance in procuring products and technologies of independent innovation. |
