在传统乡土社会向现代契约社会转型时期下，由于社会不公平感增强、社会流动性增加、基层政府公信力下降和社会信用体系缺乏实际效力等现象的出现，使社会诚信失序的现象愈加严重。文章提出要缓解并改善这一现状，必须通过培养人们的职业操守和道德底线，关注人们的道德激励与利益动机的相容性，重视现代社会运行中的法律作用，全面推进政府、企业和个人三大信用主体建设等外部机制来规制社会失序乱象，以保障经济社会的平稳有效运行。
