| 摘 要： | 组织制度是社区发展的基础和条件。本文在对中国城市基层社区组织制度的特点、问题进行分析的基础上 ,提出了社区组织制度创新的基本原则和思路。基本统一城市基层社区组织的空间定位 ,构建城市纵向行政区———社区体系 ,完善社区内部的组织结构 ,大力推行社区依法自治 ,是中国城市社区组织制度改革创新的方向和重点。

| Abstract: | Organization system is the base and condition of commumity development.This paper analyzes the characteristics and problems of present grass roots of urban community in China, and then puts forward the basic principle and idea for innovation of its organization system. Unifying the space orientation of the grass roots of urban community organization, establishing establishing urban vertical administrative organization, establishing urban vertical administrative drstrict\|community system, and devoting lots of efforts to carry out self\|governing according to the law in community,are the direction and emphasis of the reformation of urban community organization system in China. |
