“非典”疫情蔓延，引发我们对诸如行政应急原则、依法行政的内容、行政主体应如何处理相互间的关系、各种具体行政行为如何发挥其综合作用、行政主体与行政相对方的关系、依法行政的国际合作等行政法的热点问题进行理性思考。同时，我们还应对“非典”防治过程中出现的问题进行反思，对产生的问题原因进行深入分析，并提出可行有效的解决办法。

Reflections on Administrative Law Aroused by SARS

The plague of SARS has aroused our rational reflections on some hot issues in administrative law: The rule of dealing with emergencies, the limits permitted by administrative law, the relationship between sub- ject and object in administrative actions, international cooperation in administrative law, how to deal with the relationship among various administrative subjects and how to function cooperatively for separate administrative actions. Meanwhile, more reflections are needed concerning the problems lying in the process of preventing and treating SARS, and further analysis of these problems is supposed to be made. Therefore, more effective solu- tions are likely to be raised.
