“供给侧改革”背景下的新能源汽车产业补贴政策创新研究

新能源汽车产业是我国战略性新兴产业之一,是解决环境污染和能源危机的重要方式.目前促进新能源汽车产业发展的补贴政策主要集中在需求侧,在"供给侧改革"背景下,调整补贴政策,有利于促进汽车产业结构调整和新能源汽车产业发展。本文考虑将国家财政补贴调整为向企业提供,并设计产业内补贴,两种补贴同时实施。研究结果发现,将补贴调整为向生产企业提供,也能起到对新能源汽车产业的促进作用;两种补贴同时采用,一方面可以激励传统汽车制造企业加大新能源汽车领域投入,促进产业升级,另一方面可以激励新进新能源汽车生产企业加大投入,从而促进新能源汽车产业的发展。另外随着新能源汽车产业的发展,行业内补贴会逐渐消失,具有良好的退出机制。

An innovative research on subsidy policies in new energy automotive industry under the background of “supply-front reform”

New energy automotive industry is one of the strategic emerging industries in China, which shows a critical way to solve environmental pollution and energy crisis. Currently, the subsidy policies that promote the development of new energy automotive industry are mainly focused on demand side. Under the background of "supply-front reform", the regulation of subsidy policies is beneficial to promote automotive industrial restructuring and development of new energy automotive industry. In this study, the state financial subsidies are adjusted to two distinct forms, one is to provide to enterprises and the other is for intra-industry subsidies. Both of the subsidies are implemented simultaneously. The results indicate that the regulation of subsidies to enterprises also plays a critical role in the promotion of new energy automotive industry. On the one hand, the simultaneous application of two distinct types of subsidies is beneficial to inspire traditional automotive manufacturers increasing investment in new energy vehicles. On the other hand, it can motivate the new energy automobile productive enterprises to increase investment, thereby promoting the development of new energy automotive industry. Additionally, the intra-industry subsidies are gradually disappeared with the further development of new energy automotive industry, which shows a favorable exit mechanism.
