高额引黄水费不应完全由用水户承担

针对引黄工程投资大、供水成本较高，而用水户水价承受能力较低的现状，指出因引黄水前期主要用于置换太原供水区严重超采的地下水，供水有较大的环境效益。因此这部分供水成本不应全部由引黄水直接用水户承担，政府财政也应该分担一部分。这样才有利于引黄工程的良性运行和水资源的可持续利用。

The High Cost of the Water Delivered from Yellow River shouldn't Be Totally Responded by the Water-consumers

In the light of the present situation of the more heavy investment o f YRDP, higher cost of the water-supply, and the lower accepter level of the wa ter-consumers for the water price, this paper points out that because the water delivered from Yellow River is mainly used to replace the groundwater of Taiyua n Area that is over-extracted in the earlier stage of YRDP, and the water-supp ly has bigger environmental benefit, and the cost of this part of the water supp ly shouldn't be totally responded by the water-consumers, the governmental fina nce should respond a part of them, which is beneficial to the benign circulation of YRDP and the sustainable utilization of the water resources.
