| 摘 要： | 中国自来水业实行的是政府垄断经营、政企合一的规制体制,规制机构以及职能划分不合理,这就有必要加强自来水业规制体制的改革。基本对策包括构建独立的规制主体和合理配置规制机构的职能,以确保自来水业规制改革顺利进行。

| Abstract: | Chinese running water implements the regulation system of government monopolistic operation and alliance of government administration and enterprise management, regulatory institution and its functions is unreasonable.It is necessary to strengthen the reform of regulation system in running water industry.The basic countermeasure is to establish the independent regulation body and the function of reasonably disposing regulatory institution in order to ensure the smooth progress of regulatory reform. |
