| 摘 要： | “党管干部”是具体的组织原则,而“民选干部”是根本的政治原则,“党管干部”是在“民选干部”的基础上规范运作和发挥作用的;为了防止少数人借“民主”之机行“极端民主化”之实,“党管干部”不但不应削弱,相反还应该得到进一步的加强.但党管干部的具体方式有待于进一步完善.
