| 摘 要： | 本文以街头官僚理论为基础，分析了我国基层公务员在行使行政自由裁量权过程中存在的问题及原因，并在此基础上进一步探讨了可供解决的路径，以期望街头官僚理论在规范我国基层公务员行使行政自由裁量权方面能提供有益的借鉴。

| Abstract: | This paper,based on the theory of Street-Level Bureaucrat,analyzes the problems and their causes,existing in the exercise of administrative discretion of grass-root civil servants in China then it will give some suggestions to solve them,really hopes that the theory of Street-Level Bureaucrat can give a good conduction to the problems which exist in the exercise of administrative discretion of grass-root civil servants in China. |
