| 摘 要： | 国家公务员的管理机制中激励机制处在非常重要的位置。文章在阐述建立和健全公务员激励机制的必要性的基础上，通过分析觌行激励机制的特点和存在的主要问题，着重论述了如何建立有效的激励机制，如何组织实施激励机制的问题。
