区域人口城市化与产业结构调整研究——基于云南民族地区的数据分析

云南大部分民族地区人口城市化水平及年平均增幅均低于云南省平均水平,其产业结构呈现出第二、三产业产值比重和就业比重相对较低的特点.研究表明云南民族地区的产业结构变化过程有助于人口城市化水平的提高,但其较高的第二、三产业比较劳动生产率和较低的城镇就业人员比重降低了产值结构比重变化对人口城市化水平提高的作用.因此,积极推进产业结构调整,提高第二、三产业产值的相对比重有助于提高人口城市化水平;加强三次产业的协调发展,完善就业政策,使过高的第二、三产业比较劳动生产率适当降低,以及鼓励居民到城镇地域就业和居住有利于人口城市化的推进.

Regional population-based urbanization and adjustment in the industrial structure:A case study of the eight autonomous prefectures of Yunnan

The level of the population-based urbanization and the average annual growth rate in the ethnic minority areas of Yunnan is lower than the average level of the whole province. The typical feature of the industrial structure in the ethnic minority areas of Yunnan is its relatively low proportion of the second and third industries and employment. This research reveals that the evolution of the industrial structure of the eight autonomous prefectures of Yunnan is helpful to promote its population-based urbanization, and a higher comparative productivity in the second and third industries and a lower employment rate have weakened the positive impacts of the changing industrial structure on the population-based urbanization. As a result, adjusting and optimizing the industrial structure to increase the proportion of the second and third industries will contribute to enhancing the population-based urbanization level. Perfecting the employment policy to increase the employment rate and decrease the high comparative productivity in the second and third industries will also lead to the same result. Encouraging more people to reside permanently in urban areas will surely promote the population-based urbanization.
