农村低效率耕作或荒芜土地使用权流转的紧迫性及选择方案探析

随着农村经济的发展、农民从事非农业产业人员的增加和传统的耕种业比较收益的下降,部分农村地区出现了土地低效率耕作甚至荒芜现象,这就提出了土地使用权流转问题。农业在国民经济中的基础地位以及入世后面临的激烈国际竞争,使这一问题显得尤为紧迫。作者据此提出三种方案以供选择实施:①农户之间协商实施土地使用权流转。②集体与农户协商实施土地使用权流转。③集体将荒芜土地退耕还林、还草。

The Urgent Need to Improve the Inefficient Cultivation Situation or Turning over the Utilizing Right of Deserted Lands and Alternative Solutions

With the growth of rural economy,increased number of farmers in non-agricultural industry and the drop of comparative profits in traditional farming,the phenomenon of inefficient cultivation or even deserted lands has occurred in some rural areas.This has brought forward the problem of turning over the utilizing right.The fact that agriculture is the foundation of national economy and it faces fierce international competition after China's entry into WTO makes the problem all the more urgent.The author puts forward 3 solutions:1.Turning over the utilizing fight of land through negotiation among farmers;2.Turning over the utilizing right of land through negotiation between the collective and farmers; 3.Turning farmlands into forests or grasslands through the collective.
