论经济转型过程中政府角色的变迁

保持政府与市场关系的动态平衡是经济转型过程中实现稳定和长期增长的必要条件。在华盛顿共识及其指导下的东欧及俄罗斯的休克疗法中，政府是最小化的角色，这造成了这些国家剧烈的经济衰退。而在后华盛顿共识里政府则担当了市场经济育婴人的角色，体现了后凯恩斯主义的政府观念，但后华盛顿共识的主张并没有得到转型国家实践的支持。北京共识表明，政府与市场之间的良好互动，在经济转轨过程中是至关重要的。

Change of Government Role in the Economic Transformation

To keep a dynamic balance between government and market in the period of economic transformation is the necessary condition for the stabilization and long term growth of economy. According to the Washington Consensus and the shock therapy practices in East Europe and Russia, governments played least important role, which caused violent economic recession. While in the Post-Washington Consensus which failed to get the economic transformation countries＇ support in practice, govemments became the culturists of the market economy, which embodied the main thoughts of government in the Post-Keynesianism. Beijing Consensus indicates that keeping a good interaction between government and market is vital to the economic transformation.
