论战前江苏省基层官员在禁烟禁毒运动中的作用

在战前江苏省的禁烟禁毒运动中,由于联保连坐的压力、官员自上而下的纵向压力、硬性指标和数字攀比的横向压力,造成了基层官员的滥举和滥捕现象的发生。从而导致了诬告和索诈的盛行,因此,禁烟禁毒并未达到预期目标。

On Grassroots Officials＇ Role in Jiangsu Province＇s Anti-drug Campaign before Anti-Japanese War

Before the Anti-Japanese War in Jiangsu Province＇s anti-drug campaign,because of the pressure of being punished for being related to somebody who has committed an offense,the top-down pressure from officials and the lateral pressure from hard targets and comparisons,the grassroots officials had abused their power to impeach and arrest lots of innocent people.Apart from the prevalence of false accusations and claims fraud,the campaign failed to meet its expectations.
