| 摘 要： | 树立全面、科学的教育教学质量观是实施教育活动的基础。在高等教育大众化阶段科学的质量观应具有的内涵：质量观的哲学标准、社会标准、教育标准等。提高高等教育的质量是高等教育的生命线，全面落实教育部4号文件对于提高高校教学质量具有重要意义；实施“高等学校教学质量与教学改革工程”是提高学校教学质量的基本保证。提高质量，重在落实。

| Abstract: | Setting up overall and scientific quality concepts of teaching and education is the basis of implementing the educational actions. In the popular style of higher education period, scientific quality concepts have those meanings as the followings: the philosophical standards of the quality concepts; social standards; educational standards and so on. Improving the quality of higher education is the life of higher education. Totally carrying out the fourth document of the Education Ministry is of important significance to improve the universities' teaching qualities; implementing the projects of universities' teaching qualities and reforms in education is the basic guarantee to improve the teaching qualities of universities. It is important to implement for improving the qualities. |
