| 摘 要： | 随着经济的发展，公用事业基础设施的扩建需要大量投资。本文结合资金时间价值和规模经济效应的特点，提出一种最小投资成本分析方法。在需求线性增长情况下，借助于这一方法可以求出最优扩建规模，制定扩建计划资金流量时间表。

| Abstract: | With a booming economy, investments are needed in infrastructure expansion of the publicutilities. This paper develops a least cost analysis method which takes into account of the advantages of bothtime value of money and econmy scale. When the demand is in arithmetic growth, with the help of method,the optimal expansion capacity and the planning timetable can be obtained. |
