| 摘 要： | 民国初年以内阁制和总统制,政党内阁制与混合或超然内阁制之争为主要内容的内阁制度之争,是民初各派政治势力争夺国家政权的政治之争,而非学术之争,对民初政治实践和政治走向有相当的影响,反映了民初各派政治势力围绕着政治权力分配所表现出来的不同政治倾向及其相互关系。

| Abstract: | The conflicts of government system in early republic of China is political conflicts of different force fight for political power, not controversy of academy. The conflicts of government system in early republic of China not only reflected political ideas and political relations of different political forces but also imposed political development and political activities in early republic of China. |
