摘    要:政府信息共享对于电子政务的建设十分重要,能够有效提高政府的工作效率,并为社会提供优质服务.随着政务信息化建设的加快,元数据首先被用于政府信息共享领域,由于元数据缺乏统一标准,因此各政府数据库之间新的"信息孤岛"问题逐渐显露,阻碍了我国政府信息共享的全面发展.针对政府信息共享过程中出现的"信息孤岛"问题,结合本体技术,构建出基于混合本体的政府信息共享模型,并且通过本体之间的相似度的计算,建立局部本体与全局本体之间的映射关系.建立映射关系的目的是为了消除信息的语义异构,从而在根本上解决政府信息共享的难题.最后在此基础上,结合应用实例进行验证分析,实践证明所建立的基于混合本体的政府信息共享模型具有一定的理论与实践意义.

Abstract:Government information sharing is very important for building the e-government. It can im- prove the work efficiency and provide quality service for the society. With the development of the in- formatization construction of government affairs speeding up, metadata was first used for govern- ment information sharing. The new "information island" problem among the databases of govern- ment information had gradually revealed due to the lack of uniform standards for metadata. It hin- dered the overall development of government information sharing. Taking into account the "information island", this paper constructs the government information sharing model based on hybrid ontolo- gy. In this paper we also build the mapping relationship between local ontologies and global ontolo- gies by the similarity calculation between ontologies. The aim of the mapping relationship is to elimi- nate information semantic heterogeneity, so that it can fundamentally solve the problem of govern- ment information sharing. Finally on the basis of the above, this paper uses a case for verification, which has proved that the government information sharing model based on hybrid ontology has cer- tain theoretical and practical significance.
