试论按生产要素分配

按生产要素分配应当从广义进行理解。公有制企业劳动者的收入中，也包含有按生产要素分配的因素。按生产要素分配的基本要件是劳动；不参与价值创造的生产要素也应当参与价值分配；在按生产要素分配的过程中，实行利润共享制度是一种必然趋势。按生产要素分配发挥作用的效果是全局性的：能够优化经济结构、推进国企改革、完善市场体系等等。按生产要素分配的消极作用也应当给予必要的重视。
