| 摘 要： | 中小企业在国家创新体系中具有独特的地位,是创新的重要力量,创新型国家的建设离不开占企业总数99%的中小企业的技术创新。由于中小企业技术创新的特殊性决定其在创新过程中必须得到金融、财税、法律和社会服务等方面的支持。然而,我国中小企业技术创新支持体系存在着诸多的不足,必须借鉴国际经验,采取积极的措施加以完善。
