| Abstract: | The basic principles of library legislation bear the basic values of law and the basic spirit of the library legislation upward, and restrict or guide the contents of library’s legal system and specific norms downward. Library legislation should mainly follow the legality principle, democracy principle, equality principle and order principle. |
