| 摘 要： | 西部大开发是新世纪国家经济建设的头等大事，对西部和全国的可持续发展具有重要的战略意义。我国是制造业大国，西部的矿产资源可以成为我国制造业的重要支撑。能源资源中的煤和油气在西部有很大优势，应加快勘探开发，水电在西部潜力巨大，应予以利用，但在开发中注意它对生态环境的深远影响。在世界性水危机情况下，西部的水资源给予特别关注。西部的生态环境近几十年有很大变化，情况堪忧。应以科学发展观为指导，走可持续发展道路，建立节约型的经济发展模式，大力发展循环经济。特别注重生态环境的保护，促进人与自然的和谐。
