| 摘 要： | 随着市场经济的发展，土地流转成为生产要素优化配置的重要内容。分析了对土地承包经营方式进行制度创新的必要性，分析了当前土地流转存在的问题及其原因，从制度与政策方面提出了促进土地流转的措施。

| Abstract: | Along with the d evelopment of the market economy, the land circulation has become the important contents of the optimizational configuration of the production factors. This pap er analyzes on the necessity of making the system innovation for the land contra ct operation mode, analyzes on the problems existing in the current land circula tion and their causes, and puts forward some measures for promoting the land cir culation from aspects of the system and the policy. |
