| 摘 要： | 介绍综合安全评估(FSA)方法产生的背景,分析FSA评价方法的技术特征,阐述该方法在国际及中国海事机构的运用情况,提出在海事管理工作中加以应用的建议及相关具体措施,探讨该方法在提升海事风险控制实际运用过程中尚存在的问题和未来发展前景.

| Abstract: | The article introduces the background of berth of FSA and its five procedures,analyzes its features and lists some applications at home and abroad,following with a set of reasonable suggestions which can be used in maritime management.Further discusses about existing difficulties and future development of FSA application as maritime risk control means. |
