| 摘 要： | 从方法论角度探讨了系统方法在土地利用总体规划中的应用，提出了围绕总体组聚集多学科人员协同作战，围绕发展战略进行土地利用规划，用ＨＡＬＬ三维结构与软系统综合集成方法分别谋划乡镇与市县规划，还提出了多项实用规划技术来实现５个各具特色的三结合，后给出土地利用总体规划的流程框图。 |

| Abstract: | The application of the system method to the overall plan of utilization of land is discussed from the angle or methodology. A Plan of mustering people of different branches of learning to work around the central project in a coordinate way is formulated and a flow frame is dilineated as well, in which the overall land utilization plan is subject to the development straegy and town and county land utilization plans are made with the HALL 3-dimensional structure and soft-dsystem synthesis-integration method. |
