基于专家导向的额济纳绿洲生态系统恢复政策及措施评价

政策评价不仅仅是检验政策的效果、效益和效率的基本途径,也是决定政策去向及合理配置资源的重要手段.本研究采用基于专家导向的政策评价模式,对已采用或正在采用的额济纳绿洲生态系统恢复政策与措施进行了评价.结果发现:"黑河分水工程"是所有政策中最重要且执行落实最好的政策,执行指数高达4.03;水资源类政策中"保证地下水水位供给"重要却落实不好;土地类政策中"防治沙漠化、盐碱化"重要也落实不好;植被类政策中"围栏封育"、"圈养舍饲"两项政策重要,执行落实较好;综合类政策中"加强生态环境的动态监测与评估"重要,执行落实情况却不如不重要的"生态移民工程"政策."生态补偿"是执行落实最差的政策,执行指数低达1.33;"防治水质恶化"执行落实情况次之,执行指数为1.93.政策执行的好的原因是政策内容清晰,便于操作,执行不好的原因反之.

An Evaluation of the Ecological Recovery Policies and Measures Taken in the Ejina Oasis Based on a Model of Expert Guidance

Policy evaluation is not only the basic approach to testing the effect,effectiveness and efficiency of policies,but also an important means for the rational allocation of resources and policy decisions.Based on a model of expert guidance,an evaluation of the ecological recovery policies and measures taken in the Ejina oasis made.It was found that the policy of "Heihe River water project" was not only important but also should be best implemented in the practice of the ecosystem restoration polices and the index of policy implementation was 4.03.The policy of "To ensure the groundwater supplies" was important but not implemented well among the water resource policies.The policy of "combat desertification,salinization" was important but not well implemented among the land policies.The policies of "fencing" and "captive care feed" were two important policies but not implemented well among the vegetation policies.The policy of "to strengthen the dynamic ecological environment monitoring and assessment" was important but not implemented as well as "ecological migration project" policy among the comprehensive policies.And the policy of "ecological compensation" was the worst implementation in all policies and the index of policy implementation was 1.33.Following was "prevention and control of water quality deterioration" with a value of 1.93.The reason for better implementation of some policies is because the content of the policies are clear and easy to operate while the reasons for poor implementation of the policy are on the contrary.
