摘    要:针对目前用水总量控制中用水效率指标较单一且没有综合考虑用水户的投入和产出情况,分析了水资源利用技术效率的概念和内涵,提出了基于水资源利用技术效率的区域用水总量控制的理念和思路,构建了基于水资源利用技术效率的区域用水目标水量测算模型,并以徐州市为例进行了实证分析.结果表明,把用水总量控制分为控制水量和目标水量2个层次,利用随机前沿生产函数测算水资源利用技术效率,进而测算区域用水目标水量是可行的.

Abstract:At present, the indices of water utilization efficiency of water consumption control are simple, and the water users' inputs and outputs are not taken into account. The concept and content of technical efficiency of water resources utilization were analyzed. The idea of regional water consumption control based on the technical efficiency of water utilization is proposed, and an objective model for regional water consumption control was developed. Xuzhou City was considered a case study for demonstration analysis. The results show that it is feasible to divide water consumption control into two levels, the control water quantity and objective water quantity. It is also feasible to calculate the technical efficiency of water resources utilization with a stochastic frontier production function, and to calculate the objective water quantity of regional water consumption as well.
