| 摘 要： | 1890年德国拒绝同俄国续订秘密的德俄再保险条约,并不是偶然的。再保险条约没有稳固的基础、再保险条约与德国同盟体系及由德国促成的两次地中海协定的不相容使它很难维持,1890年德国内部拒绝续约的倾向占了上风使它不复存在。

| Abstract: | It wasn't accidental that Germany refused to renew the secret Reinsurance Treaty with Russia in 1890.The secret Reinsurance Treaty was not stable at that time and lost its justifiable foundation to maintain its expected function,and the Reinsurance Treaty was incompatible with German alliance system and the two Mediterranean Agreements signed by England,Italy and Austria with the help of Germany.The two above mentioned causes made the Reinsurance Treaty difficult to continue. |
