| 摘 要： | 目前,中国的开发区与乡镇经济由于发展目标、发展水平。管理体制上存在明显差异,使得双方出现了“两张皮”的现象,严重阻碍了两者的发展,如何使得双方共同发展以实现“双赢”是本文论述的重点。
