扩大养老保险基金来源夯实现行养老保险基础

纵观世界各国的养老金筹集模式有三种类型：现收现付模式、完全积累模式和部分积累模式，三种模式各有所长和不足，目前各国倾向于从第一种模式向第二种模式过渡，主张采用第三种模式。我国现行养老保险制度基本属于第三种模式，但在目前遇到资金来源短缺，而保险金需求量迅速增大的矛盾。急需要扩大现行养老保险制度的覆盖面，扩大养老保险基金的来源渠道。尤其要注重建立个人储蓄养老保险。

Do a Good Job of Endowment Insurance in China

Generally, the fund-raising mode of pension has three types: to pay what has been collected, to accumulate wholly and to accumulate partly. All these modes have their advantages and disadvantages. The current endowment insurance system in China belongs to the third mode. But now, it is in a contradiction that the pension fund is in short supply and the insurance is in a large demand. So, to extend the coverage of current endowment insurance system, to expand the endowment insurance fund, especially to set up endowment insurance by individual savings are of great importance.
