摘    要:涌现现象不仅导致系统复杂性,同时也是系统自适应演化能力的来源。把涌现引入到系统设计过程,把传统系统工程自顶向下的设计方法与基于涌现的自底向上设计方法相结合,能够同时满足系统的有序性和涌现性的要求,以整体目标引导下的自组织涌现来构建具有演化能力的复杂系统。军事指挥控制和作战能力生成过程有较严格的上下级层次关系,同时复杂的战场环境又会导致大量难以预测的涌现现象,根据这些特点,建立层次化嵌套OODA网络控制与分层涌现相结合的模型。
