雅砻江干流调水与雅砻江上游水利水电开发的战略协同关系研究

南水北调西线二期工程拟从雅砻江干流调水50亿m3。本文讨论了调水工程与调水河流水利水电开发的关系,提出了调水工程与流城生态经济社会实现战略协同的理念。具体分析了:雅砻江引水枢纽建设与雅砻江上游水电开发相结合的问题,引水枢纽以下河段的生态安全在水电开发的同时而化解的问题,与调水工程移民基地建设相关联的农田水利建设问题。建议统一规划南水北调西线二期工程和雅砻江上游水利水电及流域综合开发。

Study on the Strategic Correlation between Water Transferring from Yalong River Mainstream and Water Conservancy and Hydro Development on Yalong River Upstream

The phase 2 of the south to north water transfer project intend to diverse 5 billion m~3 of water from Yalong river mainstream.This paper discusses the correlation between water transfer project and the water conservancy and hydro development on the river,and proposes the concept of strategic correlation between water transfer project and eco-economy along the river valley.The following issues are discussed: the matching of developing water transfer hinge and hydro development on Yalong river upstream;eco-security along the downstream of the water transfer hinge while hydro developing;farmland water conservancy development in the inhabitants of water transfer migrants.A suggestion is concluded that phase 2 of the south to north water transfer project and water conservancy,hydro development and comprehensive development on the upstream of Yalong river should be co-planned.
