通过对龙岩市专业技术人才成长环境的调研及现存问题的分析,结合本市实际,围绕专业技术人才成长所需的内外部环境,主要从社会环境、政治环境、法制环境、政策环境、制度环境五方面着手,优化专业技术人才成长发展环境建设,营造人才辈出、人尽其才的社会氛围,为实现龙岩在海峡西岸经济区建设中加快崛起、构建社会主义和谐社会提供坚强的人才保证和智力支持。
