关于在我国建立“小政府、大社会”模式的看法

当前,许多专家、学者在反思我国的政府改革为何始终摆脱不了"精简—膨胀—再精简—再膨胀"的"怪圈"的时候,提出了应该确立"小政府、大社会"的改革目标模式,但是"小政府、大社会"模式根源于西方的经济、政治制度,是西方经济发展到一定阶段的产物,并不适合于各个国家的各个经济发展阶段。笔者从"小政府、大社会"产生的时代背景出发,并结合中国的实际情况,探讨"小政府、大社会"模式不适合中国的现实国情,并提出中国应建立"适中"的政府规模。

The View on the Establishment of"Small Government,Big Society"in China

Currently,when the Experts and scholars are reflecting why China＇s government reform always trapped in the ＂streamlining—expansion—restreamline—reexpansion＂ circle,they propose a reform goal mode that we should establish ＂small government,big society＂.But that mode originats from the western economy and political system,and is the product of western economy development.It is unfit for each development level of each counties.From the background of＂small government,big society＂ and combines with the actual situation in China,the author discusses it is unsuitable for China＇s actual conditions of the mode ＂small government,big society＂.And proposes china shall establish a ＂Moderato＂ size of government.
