贵州喀斯特山区农业结构调整与农村经济发展初探——以清镇示范区为例

党和国家西部大开发战略，国务院对当前和今后一个重要时期要集中力量进行的5个全局性重点工作之两点是：调整和优化农业结构，增加农民收入；加强生态环境保护和建设，退耕还林（草）。文章以贵州省清镇示范区为例，在农业产业结构现状分析的基础上，对贵州省喀斯特山区农业结构调整和农村经济发展提出了建议：1）走农业产业化经营之路；2）建立和完善农业市场体系；3）加强农民教育；4）有效转移农村剩余劳动力。

Elemental study on agricultural restructuring and rural development in Guizhou karst mountain areas by setting Qingzhen as a pilot area

In order to carry out the westdevelopment strategy in China, the State Council projects five overall key tasks. Two of which are adjusting and optimizing the agricultural structure to increase the net income of farmers; reinforcing the protection and construction of eco-environment by retuning farmland to forest (grassland). Based on analyzing the agricultural structure of Qingzhen pilot area, the author gives his suggestions on the agricultural restructuring and rural development in Guizhou karst mountain areas. The suggestions are 1) to industrialize the agricultural managment mode, 2) to form and perfect the agricultural marketing system, 3) to arm the farmers with knowledge and policies,and 4) to divert the surplus rural labor resources effectively to other industries.
