云南边境口岸地区新型城镇化发展路径探析

内陆边境口岸地区作为我国沿边开放政策的战略前沿,随着次区域经济合作的加速推进和我国西部大开发战略的实施,城镇化进程逐步加快,但整体上其城镇化水平普遍较低,存在城镇规模等级结构不协调、口岸经济带动能力不足、产业结构单一、生态环境恶化等问题.传统的“重规模、高能耗”的城镇化道路,不符合其自身依托口岸经济、受制与接壤国家的发展环境、多民族地区、生态环境脆弱的现实基础.文章从新型城镇化发展内涵出发,结合云南省边境口岸地区城镇化发展实际,在总结其城镇化现状特征的基础上,分析其城镇化发展主要受到区域经济合作、口岸经济以及口岸与城镇相互作用的影响,进而提出以完善城市（镇）对口岸的反哺功能、构筑城乡经济互动空间、培育城乡发展支撑、关注民生内涵、优化生态环境为云南边境口岸地区新型城镇化发展的主要依托路径.

ANALYSIS OF DEVELOPMENT PATH OF NEW URBANIZATION IN YUNNAN BORDER AREA

With the rapid development of Sub-regional Economic Cooperation and the implementation of the strategy of western development of China,the process of urbanization in border port inland area is speeding up as a strategic policy of our country inland frontier border opening,but on the whole,which has a lot of problems,such as the level of Urbanization is generally low,Urban scale structure is uncoordinated,the port economy has an Insufficient driving ability,Industrial structure is single,and the ecological environment is fragile,Etc.The rode of traditional Urbanization always focuses on the scale with a high energy-consumption,which is not suit for the border port inland area,because the economy of this area is relying on the port subject to the neighboring country and has many nationalities with a fragile ecological environment.Based on the new urbanization connotation,this paper analyses three influencing factors of the urbanization development in Yunnan border area,according to the current situation and features of its urbanization.The influencing factors are regional economic cooperation,port economy and the interaction of the port-cities.And then it proposes the development path of new urbanization in Yunnan border area,which is based on perfecting the feedback function from the cities to the port and constructing the economic interaction between urban-rural areas and raising the supports of urban-rural areas development.Meanwhile,it must pay close attention on the people＇s livelihood with an admirable ecological environment.
