| 摘 要： | 科研院所改制是我国科技体制改革的重要举措,但对于如何合理评价科研院所的实际改制效果,影响改制效果的因素有哪些,目前理论界还缺乏深入的研究。以Z省的省属科研院所为对象,利用该省19家省属改制科研院所的面板数据,运用DEA方法对其改制前后的效率情况进行对比分析,在此基础上讨论了影响省属科研院所效率的因素,最后提出了相关的政策建议。

| Abstract: | The restructuring of research institutes is a key step in scientific system reform in China.What is the results of the restructuring,how to evaluate it,what are the factors affect the results,There is no in-depth study on the issues.The paper studies on provincial research institutes in province Z,using panel data of 19 research institutes to evaluate their efficiency before and after the restructuring through DEA method.This paper also discusses the factors affect the efficiency of research institutes and proposes related managerial recommendations. |
