摘    要:矿产资源作为不可再生的自然资源,历来是国民经济与社会发展的重要物质基础。矿产资源综合利用是综合找矿、综合勘探、综合评价、综合开发的自然延伸和归宿,是现代矿业系统工程的重要环节,其根本目的是最佳地发挥资源优势和矿业潜力。大量实际资料表明,矿产综合利用体现了全面提高资源效益、环境效益、经济效益和社会效益的辩证统一。它的基本功能是广开矿源、创价增值、物尽其用,其辅助功能是化害为利、净化环境。矿业系统工程与价值工程相辅并用,是大力提高矿产综合利用的社会经济效益的最佳对策。应按照系统工程原理,高效地组织与管理矿产综合利用工程。同时,应遵循价值工程原理,大力提高矿产综合利用系数和经济效果。

Abstract:As one kind of natural resources, the nonrenewable mineral resources have ever been the important material bases for the development of national economy and society. The comprehensive utilization of mineral resources is the natural extension and the destination of comprehensive searching for mineral deposits, comprehensive exploration, comprehensive evaluation, and comprehensive development. It is an important link in systematic engineering of mining industry. The cardinal objective of the comprehensive utilization of mineral resources is to give full play to the resource superiority and latent potentialities of mining industry. Mining industrial practices and large amount data have indicated that the comprehensive utilization of mineral resources has reflected the dialectical unity of full increase of resource, environmental, economic and social benefits. The basic function of the comprehensive utilization is to broaden the mineral resources, to rise their value, and to make the best use of mineral deposits. Its subsidiary functions are to turn calamity into benefit, to purify the environment. Supplement use of mining systematic engineering and value engineering is the best policy to improve social and economic benefits of the comprehensive utilization of mineral resources. The principle of systematic engineering should be used to organize and manage efficiently the engineering of the comprehensive utilization of mineral resources. The value engineering principle should be obeyed at the same time to improve the coefficient of the comprehensive utilization of mineral resources and the economic effects.
