| 摘 要： | 实行分税制以来,中央与地方的财政自给能力发生了变化,中央的自给能力不断加强,但地方财政的自给能力不断减弱.中央对地方一般性转移支付逐年增大,但在目前的情况下不能解决财政转移的效率.重点研究了非对称信息下财政转移支付的效率,并提出影响可持续发展的奖惩系数.

| Abstract: | Since the system of tax division between central and local governments put into practice,the fiscal revenues of central and local governments have changed.Central goverment'revenue is more and more enlarged,but local governments' revenue more and more reduced.Payment transfering from central government to local governments is enlarged from year to year.However,the efficiency of fiscal transfer payment can not be solved at present.This paper studies the efficiency of fiscal transfer payment under asymmetric information,and puts forward a coefficient of rewards and punishment influencing sustainable development. |
